Partially failed campaign shows outcomes and reasons
As an ops admin, I want to see each recipient's outcome and a plain reason for every failure, so that I can answer a customer without reading logs.

Under Delivery report a note says the full report is not enabled here, followed by tiles (Sent, Retrying, Failed, Not sent yet), a "Why they failed" box grouped by reason with hints, and a list that opens on Failed. Each failed row shows a plain reason, never raw provider text.
